About the title: Westerners refer to the fenghuang as the Chinese phoenix, which doesn't make much sense since a phoenix is a phoenix and a fenghuang is a fenghuang.
Originally, the Feng and Huang were a male and female bird. This gang, the first Chinese gang to grant full membership to men AND women, uses Feng Huang in the traditional sense. This doesn't get them much respect, though, because in modern times the fenghuang is thought of as one female bird which symbolizes peace and femininity. You know, girly softcore stuff.
Their excuse is that it's ironic. Still, you guys. Real lame name your gang has there.
This is excelantly done, the dress shading looks great. I think the hand looks fine due to perspective, her left hand's gun seems a bit tall to me for some reason, but I don't know of the technology of the guns in this universe.
The background looks cool as well.

Some harsher shadows would make the scene feel more intense, but they also work as they are now.
The right hand seems fine, but the gun should probably be pointing more downwards, so it fits into the hand better.
The left hand/wrist area looks to be bending too far upwards for the position of the forearm. I suggest straightening the wrist and bending the arm a bit; you'll get the same angle for the hand, but the wrist won't look broken. It'll also make her pose feel looser, more natural.
